閉館情報の役割分担（正はどれか）: closure_candidates＝閉館「期間」のSoT（→本番 museum_closures）。 is_active＝営業中かの導出ブール（恒久閉館の承認でのみ0・→本番 museums）。 closed_note＝調査メモ（本番に出ない・下の reason の下書き根拠）。
調査メモ（closed_note）はありません。
分割
同一敷地 かつ 同一チケットでなければ別レコードにする方針（docs/operating-info-design.md）。
子は「親の source_key + #n」で needs_review として作成し、都道府県・市区町村のみ親からコピーします（名称・座標・URL は空で人力補完）。
画像 （承認済みが push-images で本番 museum_images へ）
「削除」は削除指定です。push-images を実行すると本番・ストレージからも削除されます。
